Ms Oestmann is an experienced market, strategy and policy consultant for the communications sector, with more than seventeen years experience in emerging markets and developing countries. Ms Oestmann has assisted numerous government clients and regulators with sector reform, policy development and regulatory improvements. Key areas of expertise include Universal Access and Service (UAS), broadband strategies, digital strategies, eGovernment and ICT applications like m-money. Further she has managed projects centered on demand studies, due diligence, and market and business analyses for companies in emerging markets, including satellite, IP telephony, mobile, wireless, broadband and cable TV.
Ms Oestmann has a Masters Degree in Political Science (summa cum laude) and commenced her career in the European Commission's Telecommunications Department.
