Ms Oestmann is an experienced market, strategy, policy and regulatory consultant specialising in telecommunications and media services. From an educational background in media and telecommunications policy and regulation, Ms Oestmann has developed her career in the field of telecommunications services, specialising in market analysis and demand studies, marketing strategy for products and services, and policy issues related to market liberalisation and reform, including universal service and universal access. Ms Oestmann is also responsible for the regulatory aspects of projects, and has in-depth knowledge of policies directed to expand access to telecommunication services in rural areas on a commercial basis such as rural funds. She also has published on commercial telecentre models and is a speaker on the topic.
Ms Oestmann has carried out and managed consulting assignments in due diligence, market analysis, and marketing and business analysis for companies addressing rapid growth emerging markets.
