Ms Oestmann is an experienced market, strategy and policy consultant for the communications sector. She has more than ten years experience managing projects in emerging markets and developing countries, especially concerning Universal Access and Service (UAS). Ms Oestmann has assisted numerous government clients and regulators with sector reform, policy development and regulatory improvements. She has managed competitive tenders to provide UAS to communications services. Further she has managed projects centered on demand studies, due diligence, and market and business analyses for companies in emerging markets, including satellite, IP telephony, mobile, wireless, broadband and cable TV.
A Partner in Intelecon and the company’s Director of Consulting, Ms Oestmann has a Masters Degree in Political Science (summa cum laude) and commenced her career in the European Commission’s Telecommunications Department.
