A specialist in market analysis, strategies, policy development and project implementation for ICT and telecommunication services in developing regions, Mr. Whiting joined the Intelecon team as a Senior ICT Consultant in the summer of 2007. With an academic grounding in rural development, he has subsequently specialized in market demand studies, sector policy development and best practices regarding the integration of ICTs and telecommunication services for development and Universal Access.

Mr. Whiting’s project portfolio includes the management and implementation of several ICT and e-government feasibility pilot projects targeting national, regional and municipal stakeholders in the countries of Mozambique, El Salvador, Honduras, Thailand, Philippines and Costa Rica. All projects integrated public involvement in design, implementation and assessment of local needs through participatory processes that included hands-on workshops, focus group sessions and personal interviews. Further, Mr. Whiting’s professional experience with a leading Canadian aerospace and information systems company focused on feasibility analysis and strategic approaches to ICT and telecom solutions, enabling greater public access to e-government services, digital land registries, and expert natural resource information systems in northern Canada, Asia, Africa and Latin America.
