Uganda Rural Fund Design
For the Uganda Communication Commission, Intelecon designed a strategy for rural telecom development and parameters for a rural fund.

Besides designing the fund, Intelecon’s key activities include a demand assessment and field visits to rural areas, intensive consultation and discussion with local and international private sector players and local stakeholders, and a thorough review of the investment climate and regulatory framework.

Peru & Nepal Funds
Intelecon also advised the regulators in Peru and Nepal on the establishment of their rural telecommunications funds.

Rural & universal access strategies in Africa
Intelecon advised the governments of Tanzania and Malawi on strategic options for rural telecom development. In South Africa, Intelecon advised Telkom during its privatization on setting targets and a strategy for serving poor areas.

Liberalisation & Extension of service to rural areas
Intelecon recently completed a study for the World Bank Group (WBG) which analyzed various privatization and liberalization models and their impact on Universal Service/ Access and the expansion of rural service provision.

A panel of 16 developing countries and emerging markets were used and conclusions drawn to guide other countries.

Intelecon also co-authored the WBG discussion paper “Telecommunications and information services for the poor” examining the access problem world-wide and the emerging solutions and policies.

Public access models
Intelecon conducted a critical examination of telecentres operating around the world, including in-depth interviews with telecentre managers, stakeholders and telecom players.

The objective of the study was to develop a commercially viable operating model for providing telecom and Internet services for our international client. Intelecon also assisted with market selection, the entry strategy and local partner selection.
