Together with investment firm Goldman Sachs, Intelecon consultants were advisors to Telkom SA during its successful privatisation process.
We modeled national, provincial and district demand, projected growth to 2000/01, and evaluated the operators investment program (revenue, capital and operational costs).
Intelecon conducted a universal access study and developed a strategy to service the rural homelands.
Our advice focused on a commercial roll-out plan for Telkom, combining limited private subscribership with public access schemes designed to maximise revenues and maintain commercial viability within a low-income population base.
Latvia
Intelecon conducted a consensus-based policy review and prepared a new sector policy geared towards accelerating market liberalisation in Latvia.
The policy was used as a negotiating mandate for revising the monopoly enjoyed by Lattelekom. The policy directives outlined were in compliance with EU directives, WTO requirements, and the needs of the Latvian economy by year 2003.

Intelecon assisted HSBC to advise the Madagascar government in its preparations to privatise its incumbent operator.
