Dealing with telecommunications issues in emerging markets and developing countries poses, in some respects, challenges which are similar to those of the rural market, though on a larger scale:
- making telecommunications viable and maximising revenues in lower income countries and regions
- identifying restrictions and opportunities in different regulatory environments where telecom services are not yet fully liberalised
- understanding other technology requirements as well as a different usage patterns
- designing policies which take care of specific national needs and affordability issues, yet advancing network and service expansion in a liberalising environment
