Development of Universal Access & Rural Communications Strategy, Rural Communications Development Fund (RCDF), and Tender Implementation

Under three separate contracts from conceptual study to implementation, Intelecon:

  • Studied the communication needs, demands and preferences of people in rural areas in Uganda;
  • Determined the economic viability of rural areas to support communications services;
  • Assessed the resources needed and costs involved to meet the requirements of rural areas;
  • Designed a universal access fund (the RCDF), & prepare an operating manual; and
  • Supported the preparation of tender documents for rural telephony, Internal POP and telecentre competitions, in association with McCarthy Tétrault LLB (Canada)

This work led to the successful establishment of the RCDF, which has completed a number of competitions for project finance, including international tenders for broadband Internet Points of Presence at district headquarters towns, and extension of private and public access voice services to the last remaining rural sub-counties without service.
