Intelecon was part of a team contracted by the Asian Development Bank (ADB) to assist with the evaluation of Thailand’s rural roll-out programme – especially the ‘universal access’ pay phone component – and to suggest changes for the future, regarding how and where the programme could be improved and optimised.

Intelecon provided the high level expert advice to develop and establish the evaluation methodology, guide the extensive user survey and formulate the recommendations.
