Andrew Dymond was a special advisor to the Peruvian regulator OSIPTEL, in the specification of policies, commercial conditions, licensing and tendering processes relating to the disbursement of investment subsidy finance from the FITEL fund. FITEL’s objective is to support the extension of Peru’s telecommunications infrastructure to reach as many unserved localities as possible.
