key-subject: universal access, universal service funds, telecommunications
Intelecon is supporting the World Bank and the Government of Mozambique's creation of a policy and strategy for universal access and rural telecommunications development, including conducting a pilot project. The project will guide the GoM in the implementation of the Telecommunications Policy, including the identification of prioritized geographical areas for future implementation of the strategy and provide a methodology and approach in order to attract private investment for the provision of both basic telephone and information services to rural, under-served and isolated areas. Intelecon's responsibilities for the project include undertaking a sector review; developing a national license strategy; designing and managing a demand study in 27 communities of the Zambézia province pilot zone; and creating an operating manual for the new institutional body charged with managing the US Funds.
