Intelecon carried out an investigation to assess various policy options for rural development in Africa. Field visits were made to Malawi and Tanzania where Intelecon held discussions with key governmental telecoms policy makers and telecoms operators.

The objective was to develop the best possible options for rural telecommunications expansion within the context of the countries’ forthcoming privatisation of their incumbent operators.

Upon successful completion of the visits, Intelecon made recommendations in the areas of communications policy, regulatory authority, financial instruments and market entry of operators.
