Telecoms sector policy reform Latvia

Under EU/PHARE funding, this project undertook a consensus-based policy review and prepared a new sector policy which is oriented towards acceleration of market liberalisation for Latvia. The policy has been used as a negotiating mandate for revision of the current 20 years basic service monopoly enjoyed by Lattelekom, to comply with EU directives, WTO requirements and the needs of the Latvian economy. The project included a tariff benchmarking study and preparation of a tariff rebalancing strategy, a study of the mobile market leading to recommendations on additional mobile licences, and the evaluation of requirements for establishing a universal service/access fund.
