Andrew Dymond has led a project to develop and design three pilot projects to test out the application of a village distribution methodology based on the experience of the more urban based “Wartels” (phoneshop) system, and rural satellite retailing concepts already tried in the remotest parts of Indonesia. The programme has been financed by the World Bank and was undertaken for the Ministry of Posts and Telecommunications.
