Intelecon was appointed by SIDA to evaluate alternative service provision and regulatory models for rural telecommunications.

The scope of this study involved an in-depth evaluation of eight different operating models from the perspectives of performance, regulation, finance, pricing and suitability. Assessments were made regarding each model's appropriateness in various situations, and the type of policy and regulatory framework that would be required to support it.

The results were then applied to assist the government of the Philippines to understand which operating models would be feasible and appropriate for rural areas of the Philippines.
