A major research project for the World Bank, evaluating the international experience in rural telecommunications development over the last ten years and highlighting the main technical, economic, financial, commercial, pricing/tariff and interconnection issues in the context of the ongoing sector reform process. The report includes development of a “policy toolkit” for borrowers to identify the most realistic rural telecommunications development strategies.
