Commissioned by the Commonwealth of Learning (COL), Intelecon assessed the use of information and communications technology for learning and distance education in six commonwealth countries.

Intelecon conducted an in-depth study into critical issues involving the implementation of information and communications technology (ICT), and experiences to date with telecentres. Key areas of focus included: telecoms regulatory climate; education policies; technological preferences and trends; evaluation of existing telecentres; and financial/funding requirements.
