Intelecon evaluated the experience with three rural telephone networks in Bolivia, on behalf of the Canadian International Development Agency (CIDA), in order to identify and compare the policy and commercial conditions necessary for success in rural service delivery. The results were incorporated in a paper entitled Towards a Policy Toolkit for Rural Telecommunications Development in Latin America which was delivered at the ITU Americas Regional Telecommunications Development Conference, Buenos Aires, in 1994.
